C’garh: End Of Maoism Paves Way For Implementation Of ‘Bastar Roadmap 2.0’: Sai – Deccan Chronicle

In a major policy announcement aimed at transforming the socio-economic landscape of southern Chhattisgarh, Chief Minister Vishnu Deo Sai has declared that the near-total containment of Left-Wing Extremism (LWE) has cleared the path for the rollout of the “Bastar Roadmap 2.0.” Speaking at a high-level administrative review, the Chief Minister emphasized that the state is transitioning from an intensive security-centric approach to a comprehensive, development-led model designed to integrate formerly inaccessible tribal regions into the mainstream economy.

The Core Pillars of Bastar Roadmap 2.0

The “Bastar Roadmap 2.0” represents a multi-sectoral development blueprint specifically tailored for the seven districts of the Bastar division: Kanker, Kondagaon, Bastar, Narayanpur, Dantewada, Sukma, and Bijapur. Unlike previous developmental iterations, Roadmap 2.0 leverages the security grid established by security forces to deploy civil administrative machinery deep into the erstwhile liberated zones of Abujhmad and the southern axis of Sukma.

According to state officials, the roadmap is anchored on three critical verticals:

  • Infrastructural Penetration: Accelerating the construction of all-weather roads, bridge networks, and solar-powered micro-grids in topographically challenging terrains.
  • Last-Mile Service Delivery: Establishing multi-utility Suvidha Kendras (facilitation centers) within security camps. These centers will act as localized hubs for issuing government identity cards, distributing rations, and providing primary healthcare.
  • Economic Self-Reliance: Boosting the tribal economy by establishing decentralized processing units for Minor Forest Produce (MFP) and expanding the coverage of the Minimum Support Price (MSP) to cover more forest-based commodities.

Security-Development Nexus: From Camps to Co-existence

A key highlight of the Chief Minister’s address was the strategic shift in the role of forward operating bases, locally known as security camps. Under the new roadmap, these camps are being converted into catalysts for regional development. The secure perimeter created by the District Reserve Guard (DRG), Special Task Force (STF), and Central Armed Police Forces (CAPFs) is now being utilized to safely construct schools, Anganwadi centers, and bank branches.

The state administration noted that the reduction in active insurgent cadres and the dismantling of their supply chains have significantly lowered the risk premium for civil contractors. Infrastructure projects that had been stalled for over a decade due to threat perceptions are now being fast-tracked under direct monitoring from the Chief Minister’s Office.

Focus on Youth and Tribal Rights

To prevent the re-emergence of radicalization, the Bastar Roadmap 2.0 places a heavy emphasis on youth empowerment and the strict enforcement of tribal rights. The state government plans to expand the network of Livelihood Colleges in LWE-affected districts, offering specialized vocational training in digital literacy, hospitality, and sustainable agriculture. Furthermore, the administration has committed to accelerating the settlement of community forest rights under the Forest Rights Act (FRA), 2006, ensuring that indigenous populations retain legal custodianship of their ancestral lands while benefiting from state-led developmental initiatives.
