Air Pollution and Management – Environment Study Notes

Definition: Air pollution refers to the presence of substances in the atmosphere—such as gases, particulates, and biological molecules—that cause discomfort, disease, or death to humans, damage other living organisms, or alter the natural environment. In the context of competitive exams, it encompasses both outdoor ambient air quality and indoor air issues, alongside the management of industrial by-products like fly ash.

Understanding Smog: The Chemical Cocktail

Smog is a portmanteau of “smoke” and “fog,” representing a severe form of air pollution that reduces visibility and poses significant health risks. It is not a single phenomenon but manifests in two distinct types: Classical Smog (London Smog) and Photochemical Smog (Los Angeles Smog).

Classical smog occurs in cool, humid climates, primarily due to the burning of coal which releases sulfur dioxide (SO2) and particulate matter. In contrast, Photochemical smog is a reaction between sunlight and pollutants like nitrogen oxides (NOx) and volatile organic compounds (VOCs). This creates secondary pollutants like Ground-level Ozone (O3) and Peroxyacetyl nitrate (PAN), which are highly irritating to the eyes and respiratory system.

Photochemical smog is essentially a solar-powered chemical factory in the atmosphere, where sunlight acts as a catalyst for the formation of toxic secondary pollutants.

Indoor Air Pollution: The Silent Threat

Often overlooked, indoor air pollution is a critical public health concern, particularly in developing nations. It arises primarily from the incomplete combustion of biomass fuels like wood, cow dung, and coal used for cooking and heating in poorly ventilated spaces.

Key pollutants found indoors include Carbon Monoxide (CO), nitrogen dioxide, and particulate matter (PM 2.5). These pollutants can reach concentrations significantly higher than outdoor levels, leading to chronic respiratory diseases and cardiovascular issues. The Pradhan Mantri Ujjwala Yojana (PMUY) is a strategic government intervention aimed at mitigating this by providing LPG connections to rural households, thereby reducing dependence on solid biomass fuels.

Fly Ash Management

Fly ash is a finely divided residue resulting from the combustion of powdered coal in thermal power plants. It is a light, powdery substance that, if not managed, can cause severe respiratory issues and contaminate soil and water bodies through leaching of heavy metals like arsenic and mercury.

However, fly ash is also a valuable resource. It is widely used in the construction industry, particularly in the manufacturing of Portland Pozzolana Cement (PPC), bricks, and road embankments. The Ministry of Environment, Forest and Climate Change (MoEFCC) has mandated 100% utilization of fly ash by thermal power plants to promote circular economy principles and mitigate environmental degradation.

National Air Quality Monitoring: NAMP and NAAQ

To manage air quality effectively, India relies on the National Air Quality Monitoring Programme (NAMP), implemented by the Central Pollution Control Board (CPCB). This program tracks the status of air quality across the country to provide data for policy formulation and public awareness.

The National Ambient Air Quality Standards (NAAQ) are the legal benchmarks for air quality in India. These standards specify the maximum permissible concentration of pollutants like PM10, PM2.5, SO2, NO2, CO, Ozone, Ammonia, Lead, Nickel, and Arsenic. Compliance with these standards is essential for urban planning and industrial regulation.

  • PM2.5 vs PM10: PM2.5 (particles < 2.5 micrometers) is more dangerous as it can penetrate deep into the lungs and enter the bloodstream.
